One reason I started thinking of these "rules" were to use with either 40mm or 54mm figures outside for "garden wargames". Seeing this, it really inspires me to keep working on the idea.
Playing around with it. Maybe having an intermediate space between each piece of cover. You are in greater danger of being hit there. Looking also at move at the double on occasions and how it affects firing...
