I tend to upload a document to Google Drive, then I click on the share settings, make sure anyone with the link can view it, and copy the link that it creates. That’s the easiest way I’ve found; if there’s a better way, that would be awesome!
If you use Google Drive then you have to make sure that the folder the file is in is shared publicly. Basically, upload the file to somewhere on the Internet and then share the link on your blog.

If you don't use google drive or an equivalent, you could add a page to your blog and copy and paste the contents of the document onto the page. Then you can either post a link to it or better yet, add a "gadget" to side of your blog if you want to have it there long term.
