Published? Possibly Bayonet Publications ECW circa 1970 ( no date in booklet) or Charlie Wesencraft - Practical Wargaming circa 1974. No idea when the Wargames Newsletter rules date to.....

Gary Gygax's Cavaliers and Roundheads was published by TSR in 1973.
