Not a clue who made them but they are very nice figures, they do indeed have a charm about them.

Mark Man Of TIN says the Swedish ones are not and exact match. They are likely not British made, so we could also ask our friends at the British / International Flat Figure Society ID pages https://www.intflatfigures.org
